There is a growing movement against BIDs in favor of more just and equitable future for cities across the US. 

BIDs are difficult to get rid of once they are installed. Rochester has the unique opportunity to stop the downtown BID before it starts. The RDDC is currently pushing forward with their District Plan. Legislation could come as early as this spring. There’s no time to waste!
